Coc booklet

 A CoC Booklet is an official maritime certification issued to personnel who have demonstrated a comprehensive understanding and proficiency in specific maritime duties and responsibilities. 

About COC Booklet

  •  CoC Booklet is crucial for ensuring that seafarers meet international standards of competence as set forth by the International Maritime Organization (IMO).
  • The Directorate General of Shipping (DG  Shipping) in  India issues various types of CoCs, including the Master,  Chief  Engineer, and Officer of the Watch certificates, each tailored to different levels of maritime expertise and responsibilities.
  • These certificates are essential for career advancement within the maritime industry and play a vital role in maintaining safety and operational standards at sea.

  •  A Master CoC Booklet is a license that allows someone to serve as the captain of a commercial vessel anywhere in the world. 
  • It is issued to officers who pass the required examination and meet the provisions of the International Convention and Code on Standards of Training, Certification, and Watch-keeping (STCW).

  • Chief Mates (First Mate CoC Booklet) are responsible for the deck department, which includes Second and Third Mates, able-seafarers, and deckhands. They are second in command on most vessels, after the Captain.
  • Chief Mates are responsible for many tasks, including navigational duties, cargo operations, safety and security protocols, watch-keeping, and emergency response.

  •  The second mate (Second mate coc booklet holder) is the third most experienced deck department officer on a ship, after the captain and chief mate. They need to hold a  Deck Class II certificate of competency. With additional qualifications and experience, they can advance to the role of chief mate. 
  • The second mate is responsible for navigation, including making passage plans, updating charts and publications, and maintaining navigational equipment.

  •  Marine Engineer Officer Class 1 (MEO Class 1 CoC Booklet), is the highest level of certification for marine engineers. It allows them to serve as Chief Engineers on ships. 
  • Marine engineers and naval architects design, develop, and evaluate the operation of marine vessels, ship machinery, and related equipment, such as power supply and propulsion systems.

  •  A second engineer or first assistant (MEO Class 2 CoC Booklet holder) engineer is a licensed member of the engineering department on a merchant vessel.  
  • This title is used for the person on a ship responsible for supervising the daily maintenance and operation of the engine department. They report directly to the chief engineer.

  •  The 3rd Engineer (MEO Class 3 CoC Booklet holder) conducts engine room rounds to check for safety issues. These rounds are called Harmonized System of Survey and Certification (HSSC) rounds and are usually done once a month. 
  • The 3rd Engineer makes sure there is enough PPE near chemical dosing areas and in the workshop. If needed, they can consult with the second engineer to replenish any deteriorated PPE.

  •  Monitor and maintain the ship's auxiliary engines, boilers, pumps, generators, and other equipment. Perform routine checks, repairs, and overhauls.
  • Operate the propulsion equipment to change the ship's speed or direction. Prepare the main machinery for departure.

  •  CoC Booklet for Master on ships that are less than 500 gross tonnage and are engaged in near-coastal voyages,
  • The Near Coastal Voyages (NCV) serving area for Indian seafarers is the Bangladesh, India, Maldives, Myanmar, and Sri Lanka (BIMMS) area.  This is due to the provisions of Regulation 1/3, which came into effect on February 1, 1997.

  •  The first mate is in charge of the ship's cargo and passengers and takes command if the captain is unable to. They are also the head of the deck department, supervising the second and third mates, deckhands,  and able-seafarers. 
  • The second mate is responsible for all aspects of ship navigation, including making passage plans, updating charts and publications, and overseeing navigational equipment.

Master and Mates of Foreign Going Ship

  •  RPSL Letter

You should have a minimum of 365 days of sailing experience in the last 5 years from the date of applying and the same should be mentioned in the RPSL issued by the crewing company.

RPSL Company, Vessel details, and contract details should be updated in the master checker.

  • Medical Fitness

Self attested scanned copy of Annex 4 and 5 of valid medical certificate issued by a DG Approved Doctor.

Make sure it is updated in the master checker.

  • CDC and SID
  • GMDSS CoC (GOC Endorsement)
  • STCW Courses 

Ref. MFA/Medicare, Ref. AFF-FPFF, Ref PSCRB-PST, RTC (earlier RUTC), SSO, PSSR and ECDIS.

  • Photograph (In Plain Shirt)
  • Signature (white background and black ink)
  • EXN-45 is required in fresh or while upgrading your CoC.

MEO (CLASS I TO IV)

  •  RPSL Letter

You should have a minimum of 365 days of sailing experience in the last 5 years from the date of applying and the same should be mentioned in the RPSL issued by the crewing company.

RPSL Company, vessel details, and contract details should be updated in the master checker.

  • Medical Fitness

Self attested scanned copy of Annex 4 and 5 of valid medical certificate issued by a DG Approved Doctor.

Make sure it is updated in the master checker.

  • STCW Courses 

Ref. MFA/Medicare, Ref. AFF-FPFF, Ref PSCRB-PST, RTC (earlier RUTC), and High Voltage Safety and Switch Gear.

 Revalidation of a Certificate of Competency (CoC) is the process of making it officially valid again after it expires. A CoC is valid for five years and can be revalidated before or after it expires. 


Refresher AFF-FPFF, Refresher PSCRB-PST, Refresher Medicare/MFA, RUTC, SSO, PSSR, ECDIS and HVSSG (only for MEO).


You have to attend your rank course or a rank higher course in order to revalidate your coc booklet with sea time of less than 365 days in the last 5 years.
